The Future of Transportation in Metro Vancouver: Seven Questions for a Growing Region
Metro Vancouver is planning for almost 1.5 million additional residents by 2050. The transportation choices made along the way will shape far more than traffic and transit. They will affect housing, affordability, accessibility, safety and the everyday experience of living in the region.
The Regional Question
You can learn a great deal about a region by watching how people move through it.
Transportation is there in the morning bus, the school drop-off, the walk to a neighbourhood store, the commute across a bridge, the bike ride to work, the HandyDART trip to an appointment and the delivery vehicle carrying goods between communities. When those journeys work well, the transportation system can almost disappear into the background. When they do not, its importance becomes obvious very quickly.

Metro Vancouver had an unusual reminder of this during FIFA World Cup 2026. During the first four weeks of tournament activity, more than one million people used transit each week, including more than 100,000 additional people per week compared with normal levels. Ridership also remained higher on non-match days. It was an impressive demonstration of what a regional transportation network can do when very large numbers of people need to move at the same time.
The more revealing test comes on ordinary days: when a worker needs two buses to reach an early shift, when a parent is coordinating a commute with childcare, when an older adult wants to remain independent, or when someone using a mobility device has to plan around barriers that other travellers may barely notice. A driver, cyclist and transit rider can travel through the same congested corridor and come away with very different impressions of how well the system works.
Those differences will matter even more as the region grows. Metro Vancouver projects almost 1.5 million additional residents by 2050, bringing the population to approximately 4.2 million. More than 600,000 additional homes will be needed, alongside roughly 650,000 new jobs. Transportation will become increasingly difficult to separate from decisions about housing, affordability, public health, accessibility, economic opportunity and climate resilience.
The challenge, then, is not simply how to add more capacity. It is how to build a regional transportation system that serves people with very different needs while making choices about money, space and infrastructure for which there is rarely one perfect answer.

Each question looks at transportation from a different angle, but the choices rarely remain separate for long.
Question 01 ยท Reliability
Can People Depend on the Transportation System?
Reliability is one of the simplest ways people judge transportation. Travellers do not expect every journey to be flawless, but they do need enough predictability to organize the rest of their day. Once that confidence disappears, even an extensive network becomes harder to depend on.
A late bus is rarely just a few extra minutes at a stop. It can mean a missed SkyTrain connection, arriving late for work, losing an appointment or creating a childcare problem several hours later. In a regional system where many journeys depend on transfers, one disruption can travel with the passenger.
There has been measurable progress. TransLink reported that the share of bus trips experiencing overcrowding fell from 11.2 per cent in 2024 to 5.5 per cent in 2025 following service increases. Yet congestion remains a significant constraint. TransLink's 2025 Bus Speed and Reliability findings estimate that riders collectively lose more than 44,000 hours every weekday to bus delays, with the Vancouver and UBC area accounting for nearly 40 per cent of those lost person-hours.
Both facts are useful because they resist an overly simple story. Service can improve while the network around it remains constrained. Reliability depends on vehicle frequency, but also on road design, traffic signals, construction, incidents, boarding times and the quality of connections between routes.
A transportation agency may see a complicated operational problem. The person waiting at a stop experiences something much more immediate: uncertainty about whether the trip will work.
For many people, that is ultimately how reliability is judged. Can they organize the rest of their day around the transportation system with reasonable confidence?

What Does Affordable Mobility Really Mean?
Transportation affordability is often reduced to a visible price: a transit fare, a litre of fuel, parking, insurance or a monthly pass. Those costs matter, but they reveal only part of the household equation.
Where people can afford to live affects how far they have to travel. The transportation available near that home affects which jobs, schools and services are realistically within reach. The time spent making those journeys has a cost as well, even if it never appears on a receipt.
Metro Vancouver now examines housing and transportation costs together for this reason. Its Housing and Transportation Cost Burden reporting found that, in the underlying 2017 to 2022 data, those expenses together represented approximately 39 per cent of pre-tax income for renter households and 33 per cent for owner households across the region. A lower rent or purchase price does not necessarily mean a lower overall cost of living if reaching work and other essential destinations requires longer or more expensive travel.
Transit fares are part of that picture. On July 1, 2026, TransLink fares increased by an average of five per cent. Yet transportation costs affect households differently. Someone living near frequent transit may be able to avoid much of the expense of owning and operating a vehicle. A tradesperson carrying equipment, a night-shift worker or someone travelling between poorly connected communities may have fewer practical alternatives.
Affordability is therefore better understood as a relationship between money, time, location and choice. A transportation system becomes more affordable in a meaningful sense when people can reach the places they need without the journey taking an unreasonable share of either their income or their day.
Question 03 ยท Accessibility
Can Everyone Actually Use the System?
A transportation network can look complete on a map and still be difficult to navigate in real life. An elevator that is unavailable, a sidewalk that ends unexpectedly, an awkward crossing or an inaccessible transfer may appear to be one small weakness in a large system. For the person encountering it, that weakness can determine whether the journey is possible at all.
Accessibility reaches well beyond vehicles and stations. It includes sidewalks, curb ramps, crossings, boarding, elevators, wayfinding, trip information and the connections between each stage of a journey. It also changes over a lifetime. A curb ramp may be essential to someone using a wheelchair, helpful to an older adult with a walker and convenient to a parent pushing a stroller.
HandyDART gives some sense of the demand for accessible transportation. In 2025, the service responded to approximately 1.76 million trip requests and provided about 1.34 million trips, while the number of registered customers reached 32,600. TransLink also reported that 90 per cent of HandyDART trips were delivered on time. Its Customer-First Plan is intended to increase service availability, extend operating hours and improve booking as demand grows.
Behind those figures are ordinary journeys to medical appointments, workplaces, education, social activities and family visits. Accessibility is not a separate issue at the edge of transportation planning. It is a measure of whether people can remain independent and connected to community life.
A truly connected network is not simply one in which routes meet. It is one in which people with different abilities and circumstances can complete the journey.
Question 04 ยท Safety
How Safe Should Moving Through a City Feel?
Every journey involves some degree of trust. A pedestrian entering a crosswalk trusts that there will be enough time to cross. A cyclist depends on approaching drivers being able to see them. A driver relies on an intersection being understandable. Someone stepping off a bus expects the surrounding street to be safe enough to navigate.
Transportation systems cannot eliminate human error, but they can influence what happens when mistakes occur.
That principle is central to Vancouver's Vision Zero Safe Mobility Plan, approved in June 2026. The City has set a goal of reducing traffic-related deaths and serious injuries by at least five per cent each year on the way to zero before 2050. Between 2015 and 2024, more than 130 people were killed and more than 90,000 were injured in traffic crashes on Vancouver streets.
The difficulty is that streets serve many purposes at once. They carry buses, emergency vehicles, delivery trucks and private cars while also serving cyclists, pedestrians and people using mobility devices. A change intended to improve one function may create concerns somewhere else, which is one reason debates over speed, parking, traffic flow, cycling infrastructure and street design can become polarized.
A better discussion begins with evidence rather than loyalty to one mode of travel. Where are serious injuries happening? Who is most at risk? Which changes have been shown to reduce that risk? How should safety be weighed alongside accessibility, travel time, emergency response and goods movement?
People can reasonably disagree about individual projects. Preventable death and serious injury, however, should not simply be accepted as an unavoidable cost of moving through a city.
Question 05 ยท Growth
Can Metro Vancouver Grow Without Making Every Trip Harder?
Some transportation problems begin before anyone leaves home. They begin with decisions about where homes are built, where jobs are concentrated and how far people must travel to reach schools, health care, shops and other everyday needs.
This is why land-use and transportation planning are so closely connected. Metro 2050 guides how population, housing and employment growth will be accommodated across the region, while Transport 2050 provides the long-term framework for how people and goods move through it. Metro 2050 was adopted in February 2023 and is intended to support complete, connected and resilient communities as the region grows.
With almost 1.5 million additional residents projected by 2050, the consequences of that relationship become substantial. Growth concentrated in well-connected centres can give more people practical access to transit, work and services. Development that places homes and destinations farther apart can increase travel time, household transportation costs and pressure on already busy corridors.
This does not mean everyone will live beside rapid transit or that every journey should happen without a car. Metro Vancouver includes dense urban centres, suburban communities, industrial areas, ports, universities and places separated by significant geography. The regional system has to serve all of them.
It also has to remain useful under changing environmental conditions. Transportation infrastructure is built to last for decades, which means decisions made today need to account for future conditions as well as present demand. The long-term challenge is therefore more demanding than keeping pace with population growth. It is to shape that growth in ways that keep communities connected and avoid transportation problems that become progressively harder and more expensive to solve.

Do People Have Real Choices in How They Move?
Transportation debates often place people into convenient categories: drivers, transit riders, cyclists and pedestrians. Daily life is rarely so tidy.
Someone may take SkyTrain to work, drive a parent to an appointment, walk to a neighbourhood store and ride a bicycle on the weekend. A night worker may depend on a car because transit does not operate when a shift ends. Someone else may not drive at all. Another person may rely on HandyDART, taxis or rideshare depending on the journey.
Having several modes on a regional transportation map does not automatically mean people have meaningful choices.
A cycling route that disappears at a difficult intersection is not a complete option. A bus that stops running before a worker finishes a shift is not useful to that worker. A walking route is not truly accessible if barriers make it impossible for some people to use. Driving becomes less practical when congestion makes travel times unreliable.
Transport 2050 attempts to broaden those choices through a long-term expansion of transit and active transportation. Among its proposals is an approximately 850-kilometre Major Bikeway Network connecting urban centres and major destinations across Metro Vancouver. The strategy also includes substantial expansion of the rapid-transit network and more frequent transit close to homes and jobs.
A large and varied region will continue to depend on different modes because people and journeys are different. The useful measure is not whether one form of transportation eventually replaces another, but whether people have access to a safe, practical and reasonably affordable way to make the trip they actually need to make.
Question 07 ยท Participation
Who Gets Heard When the Trade-Offs Are Real?
Transportation planning depends on expertise. Engineers understand infrastructure and risk. Planners study land use and future demand. Transit agencies operate complex networks. Governments decide how public money will be spent. Public opinion cannot replace any of those responsibilities.
Technical expertise, however, cannot fully describe what it feels like to use the system. A transit operator may recognize a recurring problem that is difficult to see in a model. Someone using a mobility device may encounter a barrier that appears minor on a map. A parent, night-shift worker, delivery driver, older adult, student or cyclist may each see a different consequence of the same transportation decision.
Transport 2050 itself was shaped through a large regional engagement process. TransLink records more than 160,000 public conversations, more than 38,000 survey responses, engagement with more than 500 stakeholder groups and hundreds of in-person or virtual events across the region.
Those numbers do not mean the process produced consensus, nor should that be the expectation. Transportation decisions involve budgets, geography, engineering constraints and competing priorities. Disagreement is unavoidable.
The value of civic participation lies somewhere else. It gives residents a chance to understand the problem, consider evidence, encounter experiences beyond their own and contribute knowledge that may not otherwise reach decision-makers. Institutions, in turn, have an opportunity to explain the constraints and trade-offs that shape what can actually be done.
Transportation is particularly suited to this kind of conversation because nearly everyone has direct experience of the system, while no individual's experience represents the whole of it.
A Regional Conversation Worth Having
The Way We Move
Reliability, affordability, accessibility, safety, growth and transportation choice are often discussed as separate subjects. In practice, they continually overlap. A transit connection can affect where housing is practical. Street design can influence safety, accessibility and travel time at once. Infrastructure built today can shape economic opportunity and regional resilience for decades.
These intersections are the subject of The Way We Move, a public conference presented by ThinkCity Education Society on Saturday, September 5, 2026 at SFU Harbour Centre. The programme brings together perspectives from regional transportation planning, municipal engineering, public transit, accessibility, active mobility, public policy and civic engagement. Workshops and community sessions are also intended to help participants understand mobility through different experiences and learn more about how residents can take part in decisions that shape the region.
Transportation is too consequential to be discussed only by specialists, but too complicated to be reduced to personal preference. Useful public discussion needs technical knowledge and lived experience, as well as a willingness to understand why apparently straightforward choices can involve real trade-offs.
The conference will not determine how Metro Vancouver moves in the decades ahead. Its more modest purpose is to create a place where some of these questions can be examined together by people who approach them from different perspectives.
The Larger Measure
Transportation Is Ultimately About Access
The future of transportation is easy to picture in terms of infrastructure: a new transit line, bridge, station, road or cycling route. Those things matter, but they are means rather than ends.
The more important measure is what people can reach.
Can someone get to work reliably? Can an older resident remain independent? Can a family reach the places it needs without transportation overwhelming its budget? Can a student travel safely? Can someone with a disability complete a journey without encountering an avoidable barrier? Can businesses continue to move people and goods efficiently as the region grows?
Seen this way, transportation reaches far beyond transportation itself. It touches housing, economic opportunity, public health, resilience and the ability to take part in community life.
Metro Vancouver's transportation future will not be settled by one project or one decision. It will emerge from many choices about growth, investment, design, service and public priorities, made over years and under changing circumstances. Some will be contentious, and many will require compromise.
There is no transportation system that can make every journey equally convenient for every person. There is, however, real value in understanding the choices clearly, being candid about the trade-offs and listening to people whose experience of the region may be very different from our own.
A transportation system does more than move people. At its best, it helps keep them connected to the places, opportunities and communities that give a region its life.
